This research involved 192 court-involved youth who were former participants of a community-based juvenile justice program. The subjects of this study were New Castle County, Delaware residents. The research population was divided into two categorical groups---Successful (N=109) and Unsuccessful (N=83) program completion participants. The ethnic/racial groups were African Americans (N=159), European Americans (N=23), and Latin Americans (N=10).

Three purposes were advanced in this study; (1) to investigate the ability of client characteristics to predict program completion variability; (2) to explore the contents of closed client case files to assess the extent to which program participants made measurable attempts to satisfy the orders of the court and; (3) to learn from former program participants (through in-person interview sessions) whether the Level III program was beneficial to them and/or had any bearing on their program completion status. The results of this study suggests client characteristics are suitable for predicting successful program completion variability, but not as effective in predicting who will be unsuccessful in the Level III program. Successful program participants were more closely monitored by their program case managers and benefited from their participation in the program. On the other hand, Unsuccessful program participants were less likely to comply with court ordered sanctions and more likely to have negative program experiences.
