In the mid-1980s, companies in the service sector worldwide began to adopt quality management systems such as ISO 9001 certification to remain competitive. Swiss education in the mid-1990s, in particular vocational schools, faced poor academic and post-education employment results. Professional education did not adequately train students in skills needed in a rapidly changing economy, notably in new technologies. Many vocational schools sought ISO 9001 certification to address these problems.

The purpose of the study was to analyze the effectiveness of quality management in education by comparing schooling processes and student outcomes between ISO 9001:2000 certified and non-certified vocational commercial colleges of upper secondary education. Measurements were made at the level of the institution. The quality of schooling processes was examined using a survey from the European Foundation for Quality Management (EFQM) consisting of 50 questions in nine categories. The student outcomes investigated were academic achievement (by school the percentage of students passing the final examinations and average grades on final examinations) and post-secondary employment status of former students (the percentage of graduates unemployed versus those employed or furthering their education). Each indicator was analyzed to evaluate the impact of ISO certification.

The results suggest a trend that certified institutions outperformed the non-certified in most indicators. However, no statistically significant relationship was found with the exception of one EFQM category, which is Processes. The reasons for the findings may be related to problems of internal validity and the weak influence of certification per se as an internal factor. The EFQM survey is not validated in education, educational standards are federal but examinations are written locally, and examinations are given in three languages, all variables that weaken the internal validity. The language region, percentage of foreign residents at cantonal level, unemployment rate at cantonal level, and size of towns of school location are external factors that are statistically significant with some student outcomes.

Based on these results, the researcher has several recommendations that encourage authorities and vocational colleges to reevaluate their approach to ISO 9001 certification in an ongoing effort to improve the quality of professional education in Switzerland.
