Since research and program evaluation in the vocational rehabilitation (VR) program were first emphasized in 1954, numerous outcome studies have been conducted to monitor and measure the effectiveness of the VR program. Many researchers have explored the relationships between clients' individual characteristics, VR services, and VR counselor factors and employment outcomes. In addition to these variables, Hershenson's (1998) model emphasizes the interconnections between an individual and the environment systemic. However, few studies have been conducted in that area.

The purpose of the study was to examine selected micro- and macro-level factors related to VR outcomes of individuals with disabilities in the VR program. As discrepancies between consumers with and without VR outcomes were observed, so there was a large variation in rehabilitation rates across the U.S. states. This study examined which micro-level and macro-level factors were related to employment outcomes.

As an ex-post facto research design, this study employed 2002 RSA 911 data and several state level governmental data from U.S. Census, U.S. Department of Labor, and 51 state VR programs. Of the final number of cases (N=312,260) with Individualized Plans of Employment implemented (IPEs) and services initiated, 59.6% were closed with an employment outcome while 40.4% were closed without an employment outcome. Several bivariate analyses (Chi-square tests, independent t-tests, and ANOVAs), logistic regression, and hierarchical generalized linear modeling (HGLM) were used for data analyses.

Results of the study revealed that the micro-level variables were more related to VR outcomes than the macro-level variables. Clients' age and level of education were positively related to employment outcomes while minority status, SSI/DI, and significant disability were negatively related to VR outcomes. At the micro-level, logistic regression results indicated four most influential types of services: rehabilitation technology, job placement assistance, diagnosis and treatment, and on the job support services. Although HGLM results did not find any significant macro-level variables, bivariate results indicated that four state level variables (counselors who met CSPD requirements, proportion of clients with significant disabilities, unemployment rate, proportion of minority population) might be considered for further studies. Implications for future research, practice, and policies were discussed.
