The purpose of this study was to evaluate the relationship between changes in affirmative action programs and shifts in enrollment of African Americans in leading (tier 1) and secondary or lesser graduate schools of business in the U.S., and their effect on workforce recruitment. The changes in the legal framework of affirmative action and the underlying rationale for affirmative action are summarized. By means of a correlational and longitudinal research design, the study tracked the enrollment in the top tier schools (n = 15) of MBA students classified in racial groups as well as the active recruitment and/or internships by employers over a fourteen-year period (1990-2004) from California and Texas, states that were affected by shifts in affirmative action. In order to check reliability, these programs were compared with the MBA programs (n = 17) from Illinois and New York, states that had no change in affirmative action. These programs were tested for the following: (1) as black students are closed out of leading professional schools, black students will select second tier or lesser schools to get a graduate degree (MBA) in business; that is, a cascading effect will occur. (2) However, employers can be expected to maintain their patterns of recruitment at leading schools so overall employment opportunities will decline in terms of both available internships and actual job offers for African American MBA students.

Results indicated that the enrollment of African American students in top tier public MBA programs had significantly decreased. The shift of black student enrollment has been to the private MBA programs on the same top tier, as well as cascading down to the secondary tier of the public MBA programs. Active recruitment and/or internships by employers shifted only when the white student population shifted in the programs where the shift in affirmative action took place. Therefore, recruitment of African American students to support diversity programs has been adversely affected. Implications for future research and practice are discussed.*
