By using a theoretical framework that integrates natural monopoly, deregulation, workable competition, and political economy, the paper aims to find out the regulatory challenges that emerged during the mobile phone market restructuring in China. Results indicate that the Communist Party's interest played a more important role than legal regulations in regulating and shaping the industry. The paper has also found that the Ministry of Information Industry's affiliations with the government harmed the effectiveness and fairness of its regulating function.
