The goals of this study were to characterize the development of children in foster care, to determine whether developmental delay varied with the reason for placement, and to propose a role for genetic counselors within the foster care system. Psychological evaluations, including intelligence and adaptive behavior tests were analyzed for children entering the WIHD (Westchester Institute for Human Development) Family Program. Data analysis was performed using chi-square and One-Way Analysis of variance (ANOVA). For most psychological tests, our sample's mean scores fell near one standard deviation below the mean. A significant difference between the placement groups regarding communication skills (F=6.75, p<.01) and daily living skills (F=7.43, p<0.01) was found. The study sample demonstrated a level of mild delay. Higher test scores in reading, communication and living skills were associated with entry into foster care for abuse. Within the child welfare system (CWS), there is a proposed role for genetic counselors.
