Over the past three decades, the United States has experienced a surge in the foreign born population living in the suburbs and in smaller metropolitan areas. Local and state policymakers are challenged to develop policies to address increased immigration without existing institutions and infrastructure in place. The objective of this research is to examine the settlement patterns of recent immigrants and examine their mobility and residential location decisions. The analysis focuses on recent immigrants in traditional immigrant gateways, as well as newer immigrant gateways.

Four questions are examined in this research: (1) How do the socioeconomic characteristics and residential location choices of new immigrants differ from those of previous cohorts? (2) How do the socioeconomic characteristics of recent suburban immigrants differ from the socioeconomic characteristics of those living in the urban core? (3) What explains new immigrants' decisions to move after their initial settlement in a metropolitan area? and (4) What factors explain the secondary residential location choices of new immigrants?

This research uses the 2000 Census Public Use Microdata Sample (PUMS) that contains data for a sample of individuals and households from the 2000 Census. Descriptive analysis and discrete choice models are used to examine the four research questions.

The results from the descriptive analysis and decision models reveal a highly diverse and highly mobile recent immigrant population. Differences in the characteristics and mobility of recent immigrant households are observed across different types of immigrant gateways. These variations are likely due to characteristics of the metropolitan areas, rather than different preferences or characteristics of recent immigrants in different metropolitan areas.

Local and regional policymakers are advised to focus on community-strengthening immigration policies, rather than enforcement policies. The most important policy implication from this research is the need for local and regional leaders to open a dialogue with immigrant groups and native-born residents and to better understand the contributions immigrants make to their local economies and communities. This dialogue is a necessary precursor to discussions about specific policies that can be put into place to improve the well-being of communities with growing immigrant population.

The research findings suggest four specific policy recommendations to improve opportunities for recent immigrants' residential mobility and widen their residential location choices: (1) Increase the affordable rental housing stock, (2) Expand English as a Second Language programs, (3) Improve transportation, and (4) Work regionally. These policies will benefit not just the growing foreign born population, but the entire local community.
