This dissertation explores how poor leadership can adversely affect an organization and lead to scandal. Specifically, it is an in-depth case study of a police department that focuses on how a police chief's poor leadership fostered an environment that allowed systemic corruption to flourish. The chief of police was unable to become an effective leader because of the two described factors: personal characteristics, and organizational defects. The research analyses: (1) how a police chief's poor leadership abilities can devastate a police department and provide a fertile environment for systemic corruption, (2) the importance of good leadership in the policing profession, and (3) the warning signs that may indicate a chief of police is not a good leader.

Not only is the chief's leadership analyzed in the case study, but so is the leadership at the Los Angeles Police Department as described in the investigation into the Rodney King incident and the investigation into the Rampart scandal. In examining the case study, and the Los Angeles Police Department, one vital facet stands out- the importance of good leadership, or perhaps more aptly, the devastating effects of poor leadership. In probing the law enforcement agencies in Los Angeles County, the need for good leadership is even more evident because few agencies had corruption control mechanisms already in place to deal with corruption.

This research concludes by providing a theoretical framework of questions one can use to help determine if a chief of police is a poor leader. These questions provide insight into the police chief's leadership abilities by evaluating: (1) the environment in which the employees work, (2) how the department treats the public, and (3) how the department functions as a whole. This theoretical framework of questions can also be used to evaluate individuals in any leadership position whether it is the chief of police, a captain of a precinct, or a sergeant in charge of a specialized unit.
