Although there is a marked increase in the use of Internet news sources, these sources are still limited to a relatively small percentage of the overall public, which still receives most of its exposure to international news from print media and television. As such, major media continue to be a major source of public opinion. In a society that promotes a free press, an important question is the extent to which the press actually influences international policy, either as an influence exerted directly on the policy makers or as used by policy makers to influence the public.
