The single most significant reform of welfare legislation in the United States was passed in 1996. For the first time in the program's history, welfare rules included federal time limits on the receipt of benefits. This new policy affected many low-income families in the U.S. Welfare reform also provided state governments with more authority in running their own programs, which led states implementing different types and lengths of time limits. Economic theory suggests that individuals eligible for the cash assistance program will conserve their benefits, are more likely to search for jobs and to lower their reservation wage to work as they near the end of the benefits stream or as their, benefits are restricted. This dissertation investigates the impact of welfare time limits on individuals' behavior.

Employing the quasi-natural experiments to the Panel Study of Income Dynamics, we study whether the implementation of time limits has led individuals not to receive cash assistance. Moreover, we examine whether stricter time limits reduce cash assistance participation more than other time limits do. We find that time limits discourage individuals from receiving assistance; however, the various types of time limits do not seem to have significant differential impact. In addition to cash assistance participation, the effect of welfare time limits on individuals' job search behavior is examined. The implementation of time limits is estimated to lead individuals to look for jobs as well as to increase their "job search intensity".

A time to event analysis allows us to test whether time limits "delay" entry to and "encourage" exit from the cash assistance program. Time limits have been estimated to discourage both the first entry and reentry to the cash assistance program, and to shorten individuals' time spent receiving assistance.

We find that time limits do reduce welfare participation. Our results suggest that employing time limits only would not necessarily be the most effective way to decrease participation; however, a combination of time limits and providing incentives for individuals to work is a more successful way to reduce participation.
