This work examines how changes in the Truman administration's understanding and policies for the Franco-Vietminh War caused the United States to increasingly aid France and the Associated Indochinese States during 1949--1951. The research of primary sources and correspondence between the State and Defense Departments, the National Security Council, and President Truman reveals that Secretaries of State George C. Marshall and Dean Acheson and the joint chiefs of staff chiefly created America's perceptions and policies for the Indochina War. As early as 1948, Secretary Marshall began the process of re-defining the war and during 1949--1951 Secretary Acheson, the State Department, and the joint chiefs evolved assistance programs for the French Union Forces and Vietnam in particular, which drew the United States into ultimately making an open-ended commitment to the conflict and to Vietnam.
