The sovereignty movement in Quebec is facing a shift in its strategy and goals. Disparities in regional economic and social development, the emergence of a new political generation, and realignment of political alliances are contributing to this transformation. This dissertation explores how 18 to 35 year-old francophones from the rural Saguenay region of Quebec are reevaluating what it means to be a Quebecer. Globalization and regional autonomy are playing important roles as these young adults develop life course strategies. Pierre Bourdieu's theory of symbolic capital is used to frame part of the analysis.

The role of the Saguenay as a "symbolic storehouse" of traditional Quebec is linked to its marginalization within the political and economic structures of the province. The field of Regional Studies in Quebec provides a theoretical background for discussion of intra-provincial rural and urban relations. Villages throughout the Saguenay are confronted with the decline of the forestry industry and an exodus of their young adults to the urban centers of the province. Increased regional decision making power is encouraging entrepreneurialism and regenerating community solidarity. The establishment of a municipal monarchy in L'Anse-Saint-Jean, Quebec is one example of a grassroots movement to reinvigorate the region.

Since the Quiet Revolution reforms of the 1960's and 1970's, the provincial government has actively expanded the reach of the majority francophone culture. A new, broader, pan-Quebec identity is needed to bring francophones, anglophones, immigrants, and aboriginal peoples together. The future of Quebec's relationship to Canada rests upon whether sovereignists or Canadian federalists can develop a broad coalition and an inspiring vision for all Quebecers. How young adults in the Saguenay are engaging this challenge, and their reaction to the neoliberal vision of the present Parti-Quebecois government, is included as part of the overall analysis.

The data analyzed were collected during thirteen months of ethnographic field research in Chicoutimi, Quebec. The field aspect of the research ran from May of 1996 through July of 1997. Methods used to gather the data included interviews, library research, and participant-observation anthropological fieldwork.
