This applied dissertation was designed to develop a leadership education curriculum for the field training officer certification course within the Field Training and Evaluation Program (FTEP) at a county sheriff's office. The evolution of the FTEP at the county sheriff's office spans more than 20 years. Although many improvements had been made, one area of the FTEP had been left unexplored. There had been no recognition or emphasis placed upon the importance of leadership ability in the function of the field training officer position within the FTEP or the organization. The many facets and potential of leadership training within the FTEP had been unrecognized.

Several unprecedented challenges had arisen that effectuated concern for how the FTEP was administered to new recruit deputy sheriffs. These challenges had heightened management awareness of the critical importance and contributions that quality leadership may provide as it pertains to the role of each field training officer within the FTEP. The problem in the FTEP at the county sheriff's office was the absence of a significant leadership education curriculum within the field training officer certification course that may address some of the current challenges posed to the recruit training process.

Development methodology research was used to construct the curriculum. Procedures implemented in the study focused on answering the five research questions: what is the extent of the need for a leadership education curriculum for the field training officers at the county sheriff's office; what is an appropriate theoretical basis for a leadership education curriculum for the field training officers at the county sheriff's office; what is the best suited content and delivery for a leadership education curriculum for the field training officers at the county sheriff's office; what leadership education curriculums do other law enforcement agencies provide for their field training officers; and how should such an education curriculum be implemented, and, if implemented, how should it be evaluated?

The writer developed a leadership education curriculum that offered training on strategies for team building, field training program human resource improvement, applying adult learning theories in law enforcement training practices, exploring methods of interactive problem solving in a community policing organization, and resourcing leadership theories and practices as initiatives for field training action plans. The curriculum may be implemented as an extension of the curriculum already within the current field training officer certification course or as a separate seminar for existing certified field training officers.
