We conclude that it is doubtful that the federal government or any other public governing body would be able to establish a regulatory means for ensuring privacy to all members of the public. Instead, the future will be more likely to witness a transition from federal policy legislation, to private policy practice. This will be done through the use of code modifications, digital signatures, strong encryption practices, third party certification, intrusion detection, computer forensics, and reliable software.
