This thesis will closely examine issues of intellectual property rights protection, personal privacy protection, technical, social and policy issues associated with the use of the Internet in Canada. It will explore some federal information technology initiatives and the role that the federal government and its regulators plan to adopt as the information-based economy becomes more established in Canada.

520 $a We conclude that it is doubtful that the federal government or any other public governing body would be able to establish a regulatory means for ensuring privacy to all members of the public. Instead, the future will be more likely to witness a transition from federal policy legislation, to private policy practice. This will be done through the use of code modifications, digital signatures, strong encryption practices, third party certification, intrusion detection, computer forensics, and reliable software.
