The practice of performance measurement in the public and nonprofit sectors has been shaped by a variety of theories, the most important of which for this study are rational-economic, political, and multiple constituency. These theories are reviewed and examined in light of the findings of this research.

Requirements for program evaluation and accountability in the nonprofit sector have increased due to the growth of the nonprofit sector; an increase in public sector contracting; predominance of both scientism/rationalism in business management practices; increased demands for accountability from multiple stakeholders; and an increase in accessible information technologies.

This study explores answers to the question, "How do United Way mandates for outcome measurements impact nonprofit organizations required to implement them?" The study specifically examines the costs of outcome measurements; benefits of the requirement for management and accountability; impact of resource availability on the implementation of the requirement; and recommendations for improving the usefulness of mandated outcome measurements.

A quantitative instrument was returned by 72 percent of agencies required to conduct outcome measurements by Santa Barbara County's United Way. In addition, interviews were conducted with four funded agencies, the executive director of Santa Barbara County's United Way and evaluation experts at two additional Southern California United Ways.

Findings of the research indicate that organizations were not significantly impacted by the cost of outcome measurements; they conceptually supported the benefit of the requirement; but ultimately they reported that its benefits did not outweigh its cost. An examination of the findings in light of performance measurement theory indicates that the usefulness of outcome measurements may be improved through: (1) articulating a clear and consistent purpose for the requirement; (2) providing adequate support in the development and implementation of the requirement; and (3) promoting a "culture of evaluation" in nonprofit or organizations.
