In the 18 years between 1985 and 2003 the number of persons incarcerated in the United States tripled, reaching over two million by years-end. The transactional costs of this rapid increase in adult incarceration are profound considering the growing number of children whose parents are or have been incarcerated and the traumatic effects on the lives and development of these children. The research on children of incarcerated parents is, however, limited.

This study examined the subject of children of incarcerated parents via a three-fold approach. One, it examined the question of whether or not schools identify children of incarcerated parents. Two, it investigated if teachers know which of their students are children of incarcerated parents. And third, it identified and inquired into teachers' perceptions, understanding, and experiences with children of incarcerated parents.

A combination of qualitative and quantitative methods was utilized to construct this study. The quantitative segment consisted of a survey of 323 teachers and administrators. The qualitative segment was based on three focus groups comprised of six to ten teachers and administrators selected from the survey sample.

Data from the survey and focus groups demonstrated that teachers and administrators: (1) Believed it is important for schools to identify children of incarcerated parents; (2) Believed it was valuable for them to know which of their students had an incarcerated parent; (3) Did not know which current or former students have or had an incarcerated parent; (4) Reported that their schools do not identify children of incarcerated parents; (5) Believed that children of incarcerated parents can be successful, but extra support is necessary; and (6) Believed that schools should do more to help children of incarcerated parents.

Recommendations from the study include: (1) Developing training for pre-service, new, and veteran teachers and administrators to work effectively with children of incarcerated parents; (2) Developing a process to legally and confidentially identify children of incarcerated parents; (3) Providing support to children of incarcerated parents and their families; (4) Establishing support groups and parenting classes for children of incarcerated parents; and (5) Providing support programs for mothers of incarcerated parents.
