Healthcare management has become an important issue for individuals, hospital administrators, healthcare providers, and legislatures at many levels of government. Healthcare management has become important because of the increased availability of technology. The increased availability of technology has allowed healthcare practitioners, administrators, individuals, and legislatures to become more aware of the interaction of medication, patient diagnoses, medical treatment prescribed, insurance allowances for coverage, allocation of hospital beds, recurring episodes of illness in patients, and continuing care of patients. Additionally, the mobility of society has increased awareness of the advantages of using technology for tracking patient care. Nevertheless, using technology for patient care management does not have national implementation, except at the Veterans Affairs.

The Veteran's Affairs gained worldwide recognition for the health informatics system and is called the Computerized Patient Record System, hereafter referred to as CPRS. CPRS is used for medicine interaction, patient management, healthcare administration and many additional patient record-keeping activities. In addition, the promise of improved patient care, CPRS has a healthcare management system is designed to improve efficiency and effectiveness of healthcare givers. Healthcare givers include physicians, physician assistants, nurse practitioners, registered nurses, licensed practical nurses, nurse assistant clinicians, and administrators. All of the health care givers use and have access to CPRS. An unknown question of CPRS is whether the program is achieving the tasks set forth in its adoption. These tasks included efficient and effective patient care by healthcare givers.

There currently exists no research of perceived efficiency and perceived effectiveness of all health givers using healthcare informatics. This research undertook evaluating healthcare givers' perceptions of the impact the healthcare informatics system has made on efficiency and effectiveness when caring for patients.

The research is important to the field of information systems for supporting appropriate development activities that address technology, data, processes and people requirements to achieve the goals of the organization. In this research, evaluating healthcare givers perceptions of success in achieving the organizational goals of efficiency and effectiveness healthcare was determined.
