Conflicts over food safety have emerged as one of the most controversial trade issues in recent years. While the World Trade Organization (WTO) is the most visible site of efforts to address these twin tensions, the dedicated international forum for negotiating global food safety standards is the forty-year-old Codex Alimentarius Commission (Codex, Latin for "food code"). The WTO relies on Codex standards as benchmarks in dispute resolutions between countries and encourages countries to adopt the Codex standards. Both policy and theoretical debates anticipate that the leverage of an international institution such as the WTO to increase compliance should encourage countries to converge on Codex standards. Yet this study finds a considerable degree of divergence, and argues that conventional explanations do not fully account for this outcome.
