Even before a university president is inaugurated, the race to establish legitimacy begins. To win favor among various constituencies calls into question the president's ability to lead, ability to manage and ability to become a fiber of that particular community. These efforts to establish legitimacy among these various constituents are not always serendipitous, as much relies on constituencies acceptance of authority and their willingness to respond to a leader.

In the case of John Fry and Franklin & Marshall College, Fry's efforts to establish legitimacy among his key institutional stakeholders provides a point of analysis and review. This study seeks to uncover how John Fry negotiated entry into and established legitimacy during his first year as president of Franklin & Marshall College. It also explores the presidential search committee's methodology and rationale for choosing John Fry. Through the qualitative analysis of his first year in office, this study looks at Fry's approach to the role of the presidency and the methods employed by Fry to garner support from his various constituencies in an effort to establish legitimacy and credibility. Exploring Fry's first year at Franklin & Marshall is important as individuals who serve in presidential capacities work to navigate the academic landscape and candidates with Fry's similar background enter higher education. The findings of this study are framed in (a) Bornstein's five factors influencing presidential legitimacy: individual, institutional, environmental, technical and moral, and (b) symbolic leadership gestures. Fry's actions and use of symbolic gestures captured the attention of his constituents and he was able to utilize and create a shared belief systems and a common ground to assure that he was the right choice for president of Franklin & Marshall College.
