After 1954, from bases in North Vietnam, Laos and Cambodia, Hanoi's VC (Viet Cong) and PAVN (People's Army of [Communist North] Vietnam) could project their unconventional and conventional capability into the Central Highlands and the Mekong Delta. Saigon's only chance to survive this threat was for ARVN to be organized, trained and prepared to counter both threats either sequentially or simultaneously. The question is not whether ARVN should have been developed for one type of warfare or another, rather, it was could ARVN assess, adjust and adapt its weaknesses to meet the VC and PAVN's strengths in time to avoid embarrassments and defeats? It could not. The reasons for this failure were both military and political. The Army of the Republic of Vietnam, 1954-1963: At War and In Politics considers the origins of the ARVN (Army of the Republic of [Non-Communist South] Vietnam), and the conventional wisdom on its function, determining how far between 1954 and 1963 it was a success or failure, and why.
