President John F. Kennedy's first foreign policy challenge, the Laos Crisis, has received insufficient attention from historians. Viewing that crisis through the prism of the United States' ordeal in Vietnam, many scholars have neglected a crucial aspect of the Laotian conflict: American-Soviet diplomacy. Kennedy considered the struggle between the Royal Laotian Government and the Communist Pathet Lao a problem to be resolved through diplomatic exchanges with Moscow. From his perspective, an accord on Laos would improve prospects for detente with the Soviet Union. Consequently, he instructed veteran diplomat W. Averell Harriman to negotiate neutralization of Laos at the Geneva Conference of 1961--1962. Laos became a focal point of the June 1961 Vienna Summit, where Kennedy and Soviet leader Nikita S. Khrushchev reached agreement on establishing a neutral and independent Laos. The final result of Harriman's efforts, the 1962 Geneva Agreements, ultimately proved detrimental to Southeast Asian security. However, Kennedy's quest for a political solution in Laos demonstrates that he worked to create a framework of American-Soviet cooperation in order to reduce Cold War tensions.
