In 1997, an economic crisis swept through Indonesia and most other Southeast Asian countries. It fundamentally affected all aspects of life, including education. One way to reap the benefit of an otherwise seemingly hopeless situation is to heed its lessons on how to create better educational policies for the future. This can be accomplished by examining policies and practices that were created and implemented in response to the economic crisis that relate to workforce education and development.

In further support of these goals, the objectives of this study are to examine the trends in enrollment, education budget, and employment during the economic crisis. In addition, this study also examines educational policies and practices relevant to workforce education and development (WFED) that were created in response to economic crises. The research design for this study was primarily a quantitative study using both quantitative and qualitative data and analysis. A quantitative approach was used to collect and analyze data on the trends in student enrollment, education budget, employment, and to describe educational practices at the school level. The data collection techniques for the quantitative study were survey and document analyses. The survey was administered to 75 educational practitioners in Malang, East Java, Indonesia. The qualitative approach was used to collect and analyze data on educational practices at the school level and educational policies at the national level. In the qualitative study, interviews were conducted with 25 educational policymakers and practitioners.

The findings from the case study of Indonesia were also compared with the findings from Thailand and South Korea to find similarities and differences.

Several recommendations for policymakers and for future research were made. The recommendations to policymakers include the importance of increasing enrollment in diploma programs to prepare mid-skilled labor forces, funding priority, the need for hiring regulations, and the need to ascertain what kinds of businesses or industries give the country a competitive advantage. The recommendations for future research include suggestions for research topics and how to deal with secondary data in Indonesia. (Abstract shortened by UMI.)
