Encouraging the formation and maintenance of two-parent families is a stated goal of The Personal Responsibility and Work Opportunity Reconciliation Act of 1996. This goal is guided, in large part, in reaction to striking changes in the composition of families over the last 30 years, high poverty rates of single mother households and research linking the benefits for children growing up in a family with both biological parents. Current policy aims to encourage two-parent families and reduce poverty through marriage promotion.

This dissertation consists of two empirical papers examining the effects of local area economic conditions and personal characteristics on the living arrangements of mothers. The Census paper uses a pooled cross-section of 192,445 mothers in 91 large U.S. cities over three decades. This analysis controls for area and time specific fixed effects. The Fragile Families paper follows 3,067 unmarried mothers in 20 large U.S. cities over about three years while controlling for baseline living arrangements.

Results suggest housing costs are negatively associated with the likelihood of living alone relative to marriage in both samples. Across both samples, increased availability of subsidized housing is associated with increases in the likelihood of living alone or with extended family relative to marriage. Increases in the maximum TANF/FS benefit and local area unemployment rate are associated with an increase in the likelihood of cohabitation relative to marriage in both samples.

In the Census paper, sex ratios are positively associated with large decreases in the probability that a mother will live alone or with extended family relative to marrying. In the Fragile Families paper the effects of sex ratios are much weaker. Robustness tests suggest the effects of sex ratios are sensitive to the measurement construction and level of refinement of the measure. Father's incarceration history and multiple partner fertility are important predictors for the living arrangements of Fragile Families mothers. Outside children and a history of incarceration increase the likelihood of residing in all arrangements relative to marriage.
