A qualitative research method was chosen to reveal the thoughts and activities of library media specialists in rural, public schools of the southernmost twenty-one counties of Illinois during the 1992-93 school term.

A questionnaire was used that was designed to measure levels of instructional design and consultation based on Loertscher's taxonomy. Open-ended statements and demographic questions were included to answer and give insights to the research questions. Visitations to a representative sample of media centers were made to personalize the findings. Of the 87 certified library media specialists, 62 returned surveys giving the study a 71% response rate.

The findings of the study were based on an analysis of the data gathered from the questionnaire and discussions and observations from visitations. The study revealed that the media specialists do not perceive the instructional consultant role as highly important. Their activities placed the majority as functioning in the lower eight levels of Loertscher's taxonomy--as supply and support personnel. Only 23% of the participants were found to be active as equal partners and team players in the total curriculum and instructional program.

Although the elementary group had more media specialists active in instruction, the level of the system was not a factor of involvement. The individual's initiative, confidence, communication skills, and leadership qualities proved to be the more important factors. In the views of the media specialists, the teachers and administrators expected the same duties and activities of them that were determined important by the specialists.
