The research addressed the elements of the district's design; the factors that shaped the design; change strategy; extent of implementation; and the effectiveness of implementation. This case study examines district-wide reform strategy in a single school district. The school district developed a Strategic Master Plan that served the district for eight years. Within the master plan were the district's vision for student success; eight goals; and action plans. The factors that shaped the reform design came for internal and external forces. The district lacked focus and needed a clear plan to guide decision-making. The board and the community believed the time had come for the district to be more business-like by developing a strategic master plan that would require the district to be accountable to the public.

The change was effected in the district through leadership that required stakeholders to create action plans within the scope of the master plan. In addition to the action plans, responsible stakeholders were required to report their progress to the board twice a year. The district also provided professional development to the sites as they worked to align the district with common goals. The Strategic Master Plan was implemented district-wide. Every district and site level administrator was responsible for incorporating the goals of the master plan. They were also held accountable for implementation. By the end of the eight years, the district had achieved most of its goals of curriculum aligned with the state standards; uniform curriculum throughout the district schools; district-wide common assessments; and ongoing professional development to improve teaching and learning.

The research demonstrated the effectiveness of this reform effort due to the district's commitment to accountability, flexibility, and professional development. The research also demonstrated the need for consistent leadership that adheres to the reform's policies and procedures. A focused Strategic Master Plan and district leadership accomplished district-wide instructional improvement.
