This thesis is a study of the social welfare history of the British Colony of Hong Kong in the period prior to the Second World War, a topic which has been covered by few scholarly research efforts.

The objectives of this thesis are the exploration of conditions under which the Hong Kong government created its social protection/welfare policies, and the examination of the interaction between the British rulers and Chinese community in Hong Kong over social protection and social welfare issues. The major sources used for this research are the documents of the British colonial government and the records of Chinese non-governmental welfare institutions.

Several findings have resulted from this research. First, social services in Hong Kong emerged in the early history of Hong Kong in response to the wide-spread disease and poverty-related crime which compelled the newly established colonial government into reluctant action in order to sustain its rule. Second, Chinese community leaders in Hong Kong showed particular readiness in playing an active social role under a British rule that was typically unwilling to make a monetary commitment to a remote colonial population. Third, a compromise solution to the social protection problems of Hong Kong, "the active non-intervention," was reached which involved minimal governmental intervention in social welfare provisions and which was characterized by the flourishing of voluntary social services in Hong Kong. Finally, this compromise did not reverse the universal trend of the decline of traditional family protection and the growth of government responsibility.

The conclusion reached is that Hong Kong does not present a strong case of the laissez-faire principle at work in the social protection arena. The formation of social protection policies in Hong Kong does not conform to the common pattern experienced in other industrialized societies because of its unique environmental conditions, its special social and political structures, and its uncommon value system.
