Human performance improvement is an important area of the field of instructional technology that provides a wide range of solutions to improve organizational performance in a variety of settings including business, educational, and organizational work place. An example of a performance improvement solution is Electronic Performance Support System. The Gulf Standardization Organization has adopted an Electronic Performance Support System, called Technical Committees' System. It was used in the Arab States of the Gulf: the United Arab Emirates, Bahrain, Saudi Arabia, Oman, Qatar, and Kuwait. It was adopted to facilitate communication and performance support among the technical committees members around Gulf States. The rising question is how such performance solutions impact performance. Thus, the purpose of this study was to investigate how the system impacted Technical Committees members' work performance. The research questions focused on identifying the relationship between system usage and the dimensions of system impact on work as well as its strengths and weaknesses. The dimensions of system impact are task productivity, management control, task innovation, and user satisfaction. Three data sources were used: questionnaire, official organizational document, and three interviews. The questionnaire was distributed to 110 committee members of the Gulf States. The return rate was 61.8%. From the quantitative data, the researcher found that task innovation and user satisfaction had significant relationship with system usage. Moreover, from the qualitative data analysis, the researcher found that there was a relationship between system usage and task productivity, management control, task innovation, and user satisfaction. The relationship factors were identified. The findings of this study are useful for those instructional technologists who currently use performance improvement solutions and those who will design interventions in the future.
