This thesis paper examines the roles played by teachers' unions, as well as local and state leaders in the implementation of teacher compensation reform in public schools. Through a broad examination of journals, newspaper articles, and scholarly works, this research provides an understanding of the complex nature involved in successfully instituting compensation reform. The analysis of the reform process, with the push away from the single salary schedule, towards a performance-based pay model for teachers, focuses on the public school systems of Denver, New York City, and Washington D.C. This thesis determines that various factors, including political affiliation, in addition to the political strength of the specific players involved in the process, has the greatest influence in determining the successful implementation of compensation reform plans in public schools.
