The basis for evaluating projects in an organizational IT project portfolio includes complexity factors, arguments/criteria, and procedures, with various implications. The purpose of this research was to develop a conceptual framework for IT project proposal evaluation. The research involved using a heuristic roadmap and the mind-mapping method to identify relevant factors. The result is the IT Project Portfolio Evaluation (IT-PPE) Framework. The framework provides a method to identify weak IT project proposals and prevent the waste of organization resources caused by troubled projects. The majority of survey participants plan to implement the framework in their organizations in the future.
