This film project is an observation of community media through the public access television platform. The subject, Community Access Television-Fayetteville (CAT), depends on its community producers who have provided content at the station for over three decades. The producers, in turn, use the station as a means to express their right to freedom of speech. The film is meant to be an introduction to one example of localized community media. It begs the open-ended question of whether a resource like this can and should exist in the future. In the film, I raise four questions: What is public access? Who are community producers? Why do they participate? What is the station's relevance today?

To answer these questions, I conducted a series of interviews with seven producers and station staff members. In the interviews, I asked them to define public access and explain why or how they became involved with the CAT. The producers and staff also shared video footage from past television programming that was created through the station. The station's history was tied into producer experiences. I also acknowledged the basis for free speech rights as suggested from these experiences and inspirations for overall participation.

All of this culminated into a 26 minute documentary film that examines public access television for what it really is---an open channel for public discourse and a gateway to free speech. While participants in public access certainly have expressed passion for the station, it remains questionable how long the regional channel can survive at its current format in an increasingly globalized, digital world.
