This dissertation examines the role of rural public library educational programming and outreach in community economic sustainability efforts. Today, many rural communities are struggling mightily. The crippling effects of globalization, corporate farming, outsourcing of manufacturing jobs, and other factors have forced rural residents to seek their fortunes in cities and suburbs. Combating rural desertion is a complex problem, but improving access to educational opportunities is one remedy option with potential. Unfortunately, rural areas frequently lack many of the educational opportunities commonly found in larger communities. One institution that is present in most rural communities is the public library, however. This case study investigates the role of rural public libraries in community economic development and sustainability. In particular, it investigates how library-based educational programming and outreach builds human capital, as defined by the Community Capitals Framework. Semi-structured interviews with rural public librarians and economic development officials provided the data necessary to create this case study's thick description. The interviews were recorded and transcribed. The results suggest that rural public libraries play a positive role in community economic development. With increased training and professional awareness, rural public librarians have great potential to assist additional communities with sustainable economic development. Similarly, community economic developers need to understand and utilize the specific services public libraries can offer them. This study has implications for the continued growth of rural library-based adult education and community outreach services, the promotion of collaborations between librarians and economic developers, and for the advancement of the Community Capitals Framework.
