As United States schools struggle to meet student proficiency mandates governed by the No Child Left Behind (NCLB) legislation of 2001, many have embarked on unfruitful reform efforts that concentrate on short-term, expensive solutions. The purpose of this dissertation study was to investigate superintendent and board relational trust as a local school reform effort, operating independently of political platform, legislated proficiency mandate, or economic variability as a means toward creating and sustaining collaborative systemic processes necessary for organizational health. This mixed-method study investigated different perceptions (principal, union president, board member, superintendent, and board president) held toward evidence of superintendent and board trusting dynamics, the hierarchical effect of trusting dynamics diffusing within the organizational culture, and creating and sustaining superintendent and board trust.

A survey questionnaire and interview protocol were developed, piloted, and utilized within six districts recognized for outstanding leadership from a midwestern state superintendents' association. Total surveyed population was N= 87 distributed to principals, union presidents, and board members yielding a 79.3% return. Interviews included all six superintendents and corresponding board presidents. Board meeting observations were held within all six districts. Factor analysis was applied to items organized into four constructs establishing the creation of composites. ANOVA determined differences of how groups responded to those composites. Means, standard deviations, common response percentages, Chi-Square tests for significance among positions, and narratives were also utilized.

The significant findings of the study were: (a) Board members reported greatest perception of trusting characteristics existing between superintendents and boards followed by principals and then union presidents; (b) Superintendent and board trusting dynamics were perceived to have a hierarchical effect within the organization; (c) Participants, overall, reported stronger outcomes of perceived trust when dynamics were valued, practiced, and reinforced at the top level within the organization; (d) Participants, overall, reported the superintendent should consistently exercise trusting characteristics and skills conducive to positive relationship building as a means toward perpetuating trust; (e) An anomaly was investigated exploring the devastating effects of micromanagement on organizational health, reinforcing the need for superintendents and boards to consistently exercise relationship building skills to create and sustain a collaborative culture.
