This study is an evaluation of the Missouri Professional Learning Communities Project (MPLCP), a state-wide school improvement initiative. The evaluation employed mixed-methodology including four components. A sample of one hundred twenty four participant schools was identified and matched with one hundred twenty four non-participant schools. The growth in achievement test scores among participant schools was compared with the growth in achievement test scores among the non-participant matched sample. Next, teachers in both samples were given an online survey. The answers of the participant and matched sample teachers were compared. An extensive interview was conducted with the director of the project, as well as two other stakeholder interviews. Finally, various documents used in implementing the project were also analyzed. The results indicate that, while the project has not yet demonstrated improved student achievement scores on the Communication Arts portion of the Missouri Assessment Program (MAP) test, the MPLCP has affected significant changes in the cultures of participant schools. Recommendations for project improvements include emphasis on student achievement data as measured by the MAP, and regular evaluation of the project based upon student achievement data.
