My research investigates the decisions students make about higher education. I pay special attention to student heterogeneity in preferences, ability, and family resources as well as the uncertainty students face about future labor market outcomes. I take this heterogeneity and uncertainty into account when modeling higher education decisions and use the model to examine the impacts of various policies the government can implement to promote higher education.

In the first chapter of my dissertation I solve and estimate a dynamic structural model of college entry and completion. I use this model to evaluate government policies of relaxing borrowing constraints and increasing tuition subsidies. I find that removing education related borrowing constraints by increasing the availability of student loans results in a small increase in degree completion and a small decrease in the fraction of students delaying entry to college. Tuition subsidies are necessary to attain larger increases in educational attainment. The design of tuition subsidy programs is important; I find that subsidies targeted at students from households in the middle third of the parental income distribution are the most cost effective method to increase degree completion.

In the second chapter I examine how business cycle fluctuations affect student decisions to enroll in graduate school. I show that an increase in the unemployment rate is associated with higher graduate school enrollment rates for females but has no effect on male enrollment. I find that the responsiveness of female graduate students to increases in unemployment rate is driven by master's degree students.
