The purpose of this project was to locate a potential funding source and write a grant to develop a training curriculum that would provide the parents of substance-exposed babies with the special parenting skills they need to create a safe and nurturing environment for these high-risk children. The chosen funding source was First 5 Sonoma County. It was a not necessary thesis requirement to submit this grant for funding.

A large number of substance-exposed babies are born in Sonoma County each year. Many of these children remain in the care of their biological parents or return to their care eventually through child welfare reunification services. These children may suffer from many physical, cognitive, and behavioral challenges due to the effects of their exposure to substances. This will create significant challenges for their caregivers. To assure that these children receive the nurturance and understanding they require, their parents need to receive education to address their special parenting challenges.
