The Cuban government declared the Special Period in Time of Peace, or periodo especial, in 1990 as a response to the collapse of the Soviet Union and Eastern European socialism. The government pursued a pragmatic course of austerity measures aimed at equalizing the effects of the economic collapse and of reform measures legalizing a limited range of market activities aimed at allowing Cuba to participate in the international market. When the economy bottomed out in 1994, the stage was set for a profound rethinking of fundamental Revolutionary values by the Cuban populace. The dissertation studies the process of rethinking by examining the cultural reconstruction of two traditional, strategic, value-laden practices: la lucha, or the pursuit of individual security and prosperity, and la conciencia , or participation in the Revolutionary project of socialist development and self determination. The ethnographic fieldwork was carried out in Havana between 1994 and 1996. Changing conditions around five basic economic activities (consumption, distribution, exchange, production, and accumulation) are presented as organizing a significant amount of experience for Cuban social actors, with lucha and conciencia forming contradictory strategic economic activities. The periodo especial mandated and empowered the practice of la lucha, but the resulting injustices and inequalities contradicted deeply held social values and called into question the ability of the nation to maintain its sovereignty and course of independent development. The periodo especial rendered the practice of Revolutionary conciencia problematic, but conciencia and the popular participation it motivated were essential for Cuba's recovery on the desired basis of sovereignty and development in the long term. The study of activity itself is given a critical epistemological foundation with an adaptation of Piaget's model of equilibration. The conclusion is that the conflict between la lucha and la conciencia forms a powerful practical dilemma for individual Cuban social actors. How they resolve the conflict will largely determine the ability of the Revolutionary regime to implement reforms and institutionalize a new model of national development in the next phase of the recovery.
