This dissertation is concerned with the cultural causes, consequences and the processes leading to the perpetuation of Soninke labor migration from the rural district of Yelimane in Mali to the Parisian suburb of Montreuil in France. It examines the historical causes of migration in relation to the expansion of European markets in West Africa following the gold rush of the 15th-17th centuries. The long-term impact of these encounters on Soninke economies along with the role of socioeconomic factors within the emigration area in creating the conditions for young men to go overseas for wage work are discussed. Fieldwork was conducted in the Yelimane district and in the Montreuil-based shelters to study the living conditions of Soninke workers, both as emigrants and immigrants, and to discuss their transnational experiences as these relate to the controversy surrounding the presence of West African workers in France. In spite of important remittance flows to the Soninke region, the local populations still face poverty and malnutrition. The success of remittance-funded projects to induce socioeconomic development in the area is significantly hindered by working conditions in France and by the contradictions between the transnational strategies of Soninke workers, French immigration policies and the expectations of family members and the home communities. The theoretical implications of these findings are considered.
