Inland water freight is the cleanest mode of transportation in terms of greenhouse emission. In China, it is the cheapest form of transportation and continues to be a widely used mode of freight transport. In this paper, an optimization model is developed to identify an effective hub-and-spoke port group structure for container transportation in China's Yangtze River, which accommodates the largest freight volume at nearly 1 billion tons. It was found that the most important factor determining whether or not a port is designed as a hub is its relative economic base compared to its competitors. Sensitivity analyses on fuel prices, berthing fees, and handling costs, indicate that a stable berthing fee and handling cost with higher fuel costs can make the hub-and-spoke structure economically attractive. Nevertheless, related uncertainties arising from the changes in the world market and China's own economic developments may make the planning process more complicated.
