Since 1945 the problem of "modernization" or "social development" has come to the fore in programs for "Third World" people. Presumably, professional social work, as it has developed in an analogous transition in the United States, can take a part in this planned social change; presumably it will build on indigenous interests and culture that differ from American conditions. In 1983, on the advice of a United Nations consultant, the Department of Social Work at the University of Guam and the island's Department of Public Health and Social Services joined to set up and evaluate a two-year Community Development Project. The evaluation was designed so as to make difficulties or failures, as well as accomplishments, instructive. This dissertation studies and reflects upon the project, of which the author was part, and the evaluation, with a degree of academic thoroughness and detachment that could not be achieved in ordinary experience. In form it is a case study, intended to document and clarify the expectations and interests of the parties and the experience and thinking of the participants. It suggests lessons and questions about education and training for community development; field instruction in community settings; competencies appropriate to "multi-purpose workers" in such settings; and evaluative research on demonstration projects. It relates successful practice to awareness of culture and values and humane community development goals.Subjects--Topical Terms:
