In 1998, the Texas Reading Initiative stated that all students should be able to read on grade level or higher by the end of the third grade and continue to read on grade level or higher throughout their schooling. Yet, many students are still struggling at the end of the third grade year. These students are identified as “struggling readers” by the scores they receive on the statewide administered achievement test. A summer school program entitled the Summer Reading Academy was put into place to assist these “struggling readers” in their reading achievement.

The purpose of this study was to compare the effect of the Summer Reading Academy on the reading achievement of the third grade students who qualified and attended the Summer Reading Academy and the third grade students who qualified and did not attend the Summer Reading Academy. The Texas Assessment of Academic Skills was used as the measure of reading achievement.

The participants for the study were 232 third grade students who scored below 70% on the 2000 TAAS and attended school in a large suburban Texas school district. These students were all identified as “struggling readers” and were invited to attend the 2000 Summer Reading Academy. One hundred sixteen of the students completed the Summer Reading Academy, which make up the Academy Group. One hundred sixteen of the students did not attend the Summer Reading Academy, which make up the Comparison Group.

A quasi-experimental pretest-posttest control group research design was used to compare the progress made by Academy Group and progress made by the Comparison Group using the April 2000 and April 2001 Texas Assessment of Academic Skills reading subtests scores. The results reported indicated that there were no statistically significant differences (p > .05) between the Academy Group and the Comparison Group with regard to the six objectives measures by the reading section of the Texas Assessment of Academic Skills. Thus, the gains made by the Academy Group should not be attributed to their participation in the Summer Reading Academy.

There is a need for more research, as high-stakes testing and reading education are on the rise nationwide. Teachers need more training in what to teach students who have been identified as “struggling readers” and how to maintain increased reading levels when they are accomplished. Teachers also need better understanding of the test results and how to better target the reading needs of each individual student.
