The COVID-19 Pandemic and trade conflict between China and the U.S. have significantly affected the international trade relations and foreign affairs environment, as well as putting substantial direct stress on the supply of personal protective equipment (PPE). China is the world's top exporter of personal protective products and the Asian Infrastructure Investment Bank (AIIB), led by China, is the world's most ambitious, newest, and largest multilateral development bank. The Bank's mission reflects China's foreign policy goal, collaborating with regional countries to promote international development objectives. This study explores the relationship between PPE exports from China to all the other countries in the world and AIIB membership, given the circumstances of COVID-19 pandemic and US-China conflict. I select a set of indicators that may affect China's PPE exports and use econometric models, including fixed effects and panel vector autoregression (VAR) models to assess the relationship between Chinese PPE exports and AIIB membership. The findings are: (1) AIIB membership leads to better access to Chinese PPE; (2) It is only for AIIB countries that China's PPE exports respond to the number of COVID-19 cases. Importantly, this association does not show up for non-AIIB countries implying that China's PPE exports might have been shaped by political rationales rather than health care needs.
