One of the major trends in international capital flows in the last decade has been the dramatic increase of foreign direct investment (FDI) in the developing world. This phenomenon challenges conventional theories of international political economy and of economic institutions, which emphasize the importance of governmental and legal protection of property rights and contracts for investment, including FDI.

520 $a This dissertation focuses on the development of FDI in China, one of the most popular destinations of international capital flows in recent years. Relying on data gathered from interviews and the business press as well as scholarly literature, it explores the political and institutional conditions underlying the expansion of FDI in China. It finds that the Chinese legal system and various inter-governmental mechanisms do not provide adequate protection of foreign property and contracts. Instead, foreign investors depend on personal connections (guanxi) with regional authorities, bureaucracies and individuals in China to safeguard and enhance their business interests.
520 $a The political foundations of such networks include China's internationally oriented development strategy and intra-system competition within the Chinese state, especially competition among different regions and bureaucracies. The social foundations are to be found in the prevalence of open and transitive personal networks in Chinese society.
520 $a While transnational networks have played a crucial role in facilitating massive FDI flows to China, the dependence on personal connections has certain negative influence on the patterns of FDI in China. Foreign investment is characterized by the dominance of ethnic Chinese capital from Hong Kong, Taiwan and Southeast Asia, and by concentration in small projects with quick potential returns.
520 $a This case study of FDI in China suggests that to understand the political economy of international capital flows, especially in the developing world, it is necessary to pay attention to informal institutions as well as structures, and to engage in analysis of transnational dynamics as well as of inter-state relations.
