Purpose- This study aims to find the significance of Library and Information Process Outsourcing (LIPO) and observe the changes it brings to the changing scenario of libraries. The major objectives of the present study are to identify the factors which influence thedecision of outsourcing in library & information processes and services; to determine how far outsourcing will be an amicable solution; to identify whether the users are satisfied from the services provided through outsourcing or not and to introduce an outsourcing model for managing library resources and services.Scope and coverage- The study encompasses libraries of the Government and Government aided academic institutes providing Under Graduate and/or Post Graduate degrees in Engineering and Technological disciplines of West Bengal. The scope of the study is delimited to the time period from the financial year 2011-'12 to 2015-'16 only.Methodology- Survey method is carried out to see the state of the art of outsourcing issues and approaches in the academic technical institute libraries of West Bengal and to gather information and opinion of LIS professionals and users. So, two sets of structuredquestionnaires are prepared to collect data for the study. Stratified Random Sampling technique was used to gather responses of users. Approximately 2,43,527 average yearly users are there during the financial year 2011-'12 to 2015-'16, out of which .5% users are chosen as the sample frame. Theoretical data are collected by reviewing a good number of relevant literature from print and e-resources.Findings- The major findings of the study include the scenario of economic crises; lacking expertise and shortage of staff in the libraries; the contrast between Indian and International, Indian Libraries are abstaining from outsourcing of core activities and services but they prefer to use outsourcing in non-core activities and services; the growth and development of outsourcing Phenomenon is a common practice in the libraries of today; the preference of direct coordination and supervision of outsourcing works by the university/college authorities are found and the acceptance of outsourcing as a new strategic managerial tool by the library professionals.Originality- The study proposes Library Outsourcing Management Maturity Model (LOMMM) based on the findings and suggests a fundamental guideline while making an outsourcing decision. The study concludes that the adoption of outsourcing in libraries has a significant role in reorganizing and re-engineering library activities and services in order to serve and satisfy the majority of clientele.
